Veljko Fotak e William Megginson publicam no “Columbia FDI Perspectives, Nº9, July 2009” um excelente artigo sobre (1) o papel e a intervenção dos fundos soberanos nas economias ocidentais; (2) as mudanças de atitude e de posição dos governos, dos reguladores, das empresas e dos órgãos de comunicação social em relação a estas entidades; (3) e sobre a forma como os governos deverão analisar estes fundos e o seu impacto nas empresas. De acordo com os autores deste trabalho ,“ ... sovereign wealth funds are not all equal. Governments must realize that SWFs are a heterogeneous group. They vary dramatically in respect to size, funding, objectives, investment style and sophistication. Accordingly, regulators should resist the temptation to restrict SWFs unduly in the event of a fund “misbehaving.” Regulation should, a priori, treat all SWFs equally, but any ad-hoc response should affect the offending fund, rather than the entire category" .
